Check these, in order:

1.  Every question answered. The Submit & review feedback button stays off until every question has an answer.
2.  The confidence step. If it’s on, the student chooses a confidence level and writes at least 50 characters about it.
3.  The connection. Submitting needs an internet connection, so a student who has gone offline needs to reconnect. Their answers are saved on the device in the meantime.
4.  The due date. After the due date, students can only submit if you allow late submissions.

You can’t submit on a student’s behalf, or reopen an Assessment for just one student. If the due date has passed, reopen the Assessment for everyone, which allows late submissions; they’re marked Late.
